CIL is essentially a tariff that can be placed on most forms of new development to help fund local infrastructure such as transport, flood defences, schools, green space and community and cultural facilities. View the Documents | Have Your Say The documents are also available in Eynsham Library; and comments can also be sent by email to planning.consultation@westoxon.gov.uk Where all or part of a chargeable development is within the area of a parish council, the District Council is required to pass a proportion of CIL receipts to the parish council, to address the demands that development places on the area. Strategic local plan sites (such as Salt Cross, West Eynsham) are proposed to be CIL exempt, because the significant infrastructure costs associated with bringing them forward will be secured through other mechanisms including Section 106 agreements.
