The site lies between West Eynsham Strategic Development Area and the Eynsham Park and Ride, to the west of Abbey Green.
Access is proposed via the A40 layby, at the proposed fourth arm of the Park and Ride access, routing directly to a semi-basement car park.
The outline proposal suggests a mix of one- and two-bedroom apartments split across two apartment blocks. 50% (42) of the units would be affordable -- a windfall when West Oxfordshire faces a government target of increasing housing stock by a third by 2043? -- though the current application is for design and access only.
The proposed northern elevation below shows how units of up to two storeys (as seen at Elm Place next door) might nestle into the land.

We were interested to note that the Design & Access Statement takes the North Oxford Innovation Quarter as inspiration for height and material treatments... and incorporates a copy of Tim Jordan's architectural details photocollage to inform a sense of place!
Two earlier proposals for the site were withdrawn on appeal.
Consultation closes on 10 December 2025.
