‘The proposed development would give rise to harm to the character and appearance of the area, setting of Eynsham, the quality of life in the area, and pedestrian and cycle movements to the detriment of the surrounding area, neighbouring residents and the proposed strategic infrastructure improvements to the A40’.
The decision notice also expresses concern that the statutory requirement for 10% biodiversity net gain may not be achievable.
DATELINE 16/02/2025: A drive-through EV charging station at the A40 / B4449 junction could help residents and visitors too.
Fastned, a Dutch company which operates 300 charging stations across Europe, has applied to build an eight-bay EV station, with photovoltaic solar canopy and unmanned amenities building, by the A40 / B4449 roundabout.
Proposed access is from Hanborough Road, with a new exit point to be constructed on the B4449. Charging time is typically 20 minutes.

The planning statement says: “The strategic location ... ensures excellent accessibility for residents, commuters and visitors.”
Earlier (refused) applications for this site include two affordable houses in 2015 and a children's day nursery in 2018.
